CA and federal government openness: housing agencies aren't actually the worst

Two similar audits of government transparency appeared this month, by the National Security Archive on federal agencies, and by the open-government group CalAware on California state agencies. In both cases, the agencies dealing with housing and real estate were far from the worst-rated. The National Security Archive even found big improvements in the rate and completeness of information releases at HUD. However, some of the California public benefits agencies got "F-" grades from CalAware, and the National Security Archive gave its equivalent "AWOL on FOIA" grade to the Legal Services Corporation. No surprise in the latter case: the Legal Services Corporation has spent a lot of the past 25 years telling local legal aid offices who not to represent and which kinds of underdogs should be none of their business.
