Green programs get some HUD leftovers

Federal Register announcement here describes how HUD handed out the leftovers from the $4 billion it was supposed to distribute in capital fund grants authorized by the American Recovery and Reinvestment Act of 2009. Most of the money was spent, or anyhow distributed, as promised but here and there things fell through, programs failed to qualify as they'd expected, and a bit over $17 million bounced back to the agency. They gave it to applicants under an energy efficiency program. Two big chunks of that to the Rockford Housing Authority, Rockford, Illinois. Unfortunately they sound kind of mean.
