Hard rain on the windshield

Last year HUD did a "windshield survey," meaning, literally, drive-by observations, backed up by phone calls and data crunching, as a means to a quick and dirty status check on 3511 sample properties that were messed up by Katrina and Rita in that awful year 2005. Depressing results:
"As of when these data were gathered early in 2010, the report estimates that 74.6 percent of these properties were in good condition, 14.6 percent of the properties still had substantial repair needs, and 10.9 percent of the properties no longer contained a permanent residential structure."
