Mayor doesn't believe Detroit shrank 25%

With Census data showing a 25% population loss in Detroit, Mayor Dave Bing plans to challenge the figures. Per the Free Press, he said every additional resident who the Census Bureau agrees to count is worth $10,000 in public funding to the city over the next ten years.

Weird, seeing a city government valuing its residents as heads to be counted. I'm sure Detroit's leaders value their neighbors in other ways too, but this story makes me wonder what Gogol would think.
