Drug tests in public housing? Why?

I can't or rather don't like to believe that the Chicago Housing Authority has been allowed to become half serious about a proposal to test public housing tenants for illicit drugs. It's as though they think a resident of a subsidized home is something other than a citizen. For an encore, let's see them try to impose drug testing on every home-"owner" who claims the mortgage interest deduction.
