Texana Hollis is home. Now, about the others?

So I guess you heard that, after much public embarrassment of HUD and much outflowing of private charity, 101-year-old Texana Hollis is back in her formerly HUD-foreclosed house in Detroit. Three cheers for one happy ending after an especially gross injustice.

Here's the RealtyTrac foreclosure report for Wayne County, which includes Detroit. As of this writing the statistics at the link are for March 2012. If I'm reading this right, it's reporting that in Detroit alone, for March alone, there were 1098 foreclosures.

So, that's wonderful for Ms. Hollis.

But how does it happen that sometimes an effort to right one person's wrong ends up fixing a whole category of problem, but other times the focus stays on the one wronged person's happy ending while similar crud goes on happening to similarly situated people off camera?

Which kind of case is this one?
