Good news? More government accountability? Better privacy? A higher technological threshold that could trip immigrants living in low-tech circumstances? I don't know. Just anyway hope that rock-solid archiving methods will be used to track the new ELIS system's online immigration applications and related correspondence. Also (a lesson from HUD) have to hope that sufficient servers will be made available for high traffic on big deadline days.
