Are double-wides a good idea after all?

Report out from HUD this week suggesting local laws are unfair that discourage manufactured housing. Because manufactured housing is cheaper, I guess.

So, OK, double-wides can be nice, but they're a compromise on quality, aren't they? What kind of populism encourages people to settle for less? And why approach the problem of an under-housed population by promoting more construction of relatively flimsy new buildings, when we have an existing glut of empty foreclosed and/or unsellable homes? Isn't distribution the problem?
